SB 854 requires ALL contractors, including subcontractors, to register with the Department of Industrial Relations prior to bidding on public works projects (submitted on or after March 1, 2015).
All contractors and subcontractors intending to bid or work on a public works project (as defined in Labor Code), must register and pay an annual fee to the State of California Department of Industrial Relations (DIR). This registration fee is paid directly to the DIR. The Empire Union School District will not register contractors, nor will the District receive fees for registration.
